running a high speed buffer 2000rpm

We just got a new hs buffer and it throws breakers after 10 feet or so , the seller tells me I need to lock the handle down , I have never done this on a 2000rpm buffer . I let the head float on the floor for even shine.(white Pad) are they nuts or am I wrong. Of corse you lock it down on a SWING (175rpm) scrubber , help me , now my boss thinks Im doing it wrong and is siding with them>>>>nitro
