If you go out to a WC or hunt test, they usually sell off their birds at the end of the test for a buck or two. Not sure where to get frozen though...sorry.
You can freeze the fresh ones from the tests, but
they are pretty gross and bloody and have had many dogs mouths on them. I'd go with fresh or frozen birds I locate myself. Check with some field trainers where you might purchase some.
You should contact Jim and Laurie Olmstead. I was just talking to Laurie last week. She told me that they were planning to have birds frozen for just this reason. They have beautiful birds and supply many of the hunt tests in the Northeast. Just wonderful people to work with.

Depending on where you live,Why not raise your own from chicks.? Or There is a big game bird farm in Upstate Ny.And several around the country. Check for Game bird farms they sell mature birds.pheasants quail? chuckers and some may even have Ducks geese.
Also do a search on exoctic bird auctions they have them around the country.They sell game birds and water fowl Just make sure if your going to keep them live, To make sure they don't have any diseases.

I purchase live ducks from my retriever club at the end of the first licensed event of the season (mid-May). Talk to your local retriever club people and see if you can order extra ducks when they are having an event.
I have a pen that can hold 12 easily and we use them for training throughout the season--live and as shot fliers.
Another thought. I know you said whole birds.But if you looking for just wings of pheasants.
Ebay sells pheasant wings and tails. And cabelas also sells wings..
I happen to live in pheasant country so i pick up roadkill as long as its just been killed. and Freeze it. Also on our land. The dogs self hunt and so always bringing back Hens and roosters. For the freezer with an occasional duck.
Be sure you are working with an experienced person if you are training your dog. It's not as simple as throwing around frozen birds. Hunt training is a time consuming process and you can ruin a dog by starting out wrong. You should partner up with an experienced trainer or join a retriever club and participate in club training sessions. Any self respecting person who trains dogs will have frozen birds already.
