Sub-bill HB 124 has arrived, and it has few substantive changes.

1. breeders can dock tails and remove claws (it doesn't specify dewclaws)
before the pups are 96 hours old.
2. minimum breeding age has been dropped to one year instead of 18 months.
3. the threshold number for regulated kennels is nine litters or 50 puppies
instead of 40 puppies.
4. dogs must be provided artificial light during the night.
5. unattached exercise areas don't need coated wire.
6. the advisory board member who is a member of an AKC breed parent club
must also be regulated kennel license holder under the bill.

Things that weren't changed:

1. The definition of intermediary still covers anyone who sells more than
nine dogs in a year. (Intermediaries pay $500 license application fee,
meaning that a hobby breeder who has even one litter of more than nine
puppies will pay $500 app fee while a regulated breeding kennel that
produces 10 litters or 51 puppies will pay $150 app fee.)

2. Breeders must still provide veterinary care for any disease, illness or
injury.
3. Breeders must still provide water in open bowls 24/7.
4. No more than 3 dogs housed or exercised together.
5. Sizes of living pens and exercise pens remain the same, based on the
dog's weight.
6. Two hours per day of exercise still required.
