I just called Dr Hutchinson's office & spoke to a repro tech, and she said they no longer sell the Ovuplant implant kits to vets. But they do the implants there at their office.

So my question, is there someone closer to MO that does this procedure?

find out who manufactures it and talk to one of their sales reps

There is a repro clinic in Wisconsin that has it as well.
