Puppy going on 14 weeks with an close underbite- basically a reverse scissor. What are the chances that this bite can change into a proper scissor bite as it grows and gets its adult teeth?

I waited on my gals underbite... she still has it 3 years later. I placed her after 6 months
I had one,it wasn't there until she was about 13 weeks, she was seen by a specialist who pulled a few teeth,it didn't correct itself but after careful review with some breeders that had a longer history said to keep her. I bred her once and never had any bite issues show up later. The specialist did not think it was hereditary.
