Have you checked for slipping hocks? It's like the hock joint bends the wrong way too easily. Many times the puppy won't stand with his hocks perpendicular to the ground due to his unstable hock joints.

He does not have slipped hocks. His hocks do look a little loose from behind when he moves. (more side to side)
