New York "Puppy Mill" Bills

This might be a problem. They do not define the term "excessive breeding". Is it back to back? once a year? 3 litters per lifetime? They leave it open to interpretation and that could bite you in the butt. The second one is moving pretty quick. It gives a number threshold of 75 dogs sold to dealers or "others". I don't know who actually wrote these bills but they have numerous spelling errors.
