San Antonio's City Council will consider this onerous proposal on Wednesday, October 17, in a "B Session" meeting. No testimony from the public will be
allowed at this meeting. Representatives of RPOA will be in attendance and will report on any and all developments. A vote may be taken by San Antonio's City Council by month's end.
The proposed ordinance is unreasonable, unenforceable, and unfairly penalizes responsible dog breeders and owners. For example, if adopted, the
new law will impose many burdensome restrictions, including: classifying most kennels as a "commercial kennel" and imposing considerable regulations
upon such facilities; mandating the spay/neuter of all dogs, or requiring owners to purchase an intact dog permit; requiring breeders to obtain a $50
litter permit prior to or within ten days of a litter's birth; and requiring owners to purchase a permit and spay/neuter for all animals in excess
of established pet limits.
