I'm new to showing. Are there fewer 12 - 18 month bitches entered in this class than other classes. I have shown my girl in this age group and there has been no more than five in the class.

There are usually fewer in 12-18 than 6-9, but notice that Novice classes are very small. I don't mind not having a huge class. Less ring time and besides - the best should always make it to the top, regardless of the class size.
Here in Canada, this class is still very new, perhaps we are only in the second year of using it. I LOVE it, its the perfect place for the teenagers and I have had comments from several other breeders to say they have watched the change in my own girl while I use this class(her maturity level). Gives the judge a bit of a heads up too for something that perhaps lacks 'right now' where stuck in the Open class....you would look like a banana in a crate of oranges. :)
