The above are yet more lies from MSN proponents.

Stanislaus County does not have MSN. They have differential licensing
fees for dogs, as do all jurisdictions in California.

San Mateo County's MSN ordinance was a failure. It led to increases
in killing, while incorporated parts of the county where it didn't
apply had decreases in shelter kill rates. Its original proponents,
the Peninsula Humane Society, call it "disappointing" and do not
support the statewide MSN bill.

Lake County's MSN ordinance went into effect just 7 months ago. There
are no statistics available to judge its effect.

Santa Cruz County's MSN ordinance is a failure:

- it has doubled animal control costs

- cities within Santa Cruz County have been hit with "spiraling animal
control costs" according a Santa Cruz Sentinel report. Capitola
canceled county AC services and Watsonville is threatening to do so
because of the costs

- impound and euthanasia rates are improving no faster than the
statewide average

- impound and euthanasia rates are worse than surrounding
jurisdictions that don't have MSN.
