Is this the typical price for a Lab puppy in CA?

OMG!! really? No, those are not normal prices. If the person that posted is looking for a well bred lab from a reputable breeder, I would recommend that you contact some of the lab clubs in CA for breeder recommendations.
I guess I'm an idiot. I foster untrained, rescued Lab pups and place them, crate trained with the fundamentals of rally obedience. The rescues sure don't cost $7500. They lack a wooly coat, I must admit!
Each Labrador is also tested for Progressive Retinal Atrophy (PRA) by a licensed Animal Ophthalmologist. The results from this test are sent to the Canine Eye Registration Foundation (CERF).
No OFA, no CERF records. That's what you should be looking at. All health certificates should be in place, and they are not.
Buyer beware, you are going to be taken for the biggest ride for over priced Labradors.
The lack of health clearances would concern me. Also her video clips of pups show pups which don't seem very well trained.
BUT - in my area obedience training by an experienced trainer is $500 per month. If these are truly TRAINED pups, that is huge. Training takes lots of time and usually is done over several months which includes boarding and vet care. Not sure how well trained her dogs are, but that is to be taken into consideration.
Another well known, well respected kennel which trains "British" Labradors, charges $750 per month for extensive obedience training. Just boarding a dog at $10 per day costs a lot.
I don't know this kennel and also see red flags, BUT you have to compare trained pups to trained pups, not to untrained 8 week old pups.
I can tell you that $7500 for a 3 1/2 month pup IS NOT the going rate for labs out here. I also noticed that they also have "white labs" and that they charge $90 for a microchip? Really? That is double the going rate.
Have to admit their facilities look lovely but having been in the So Cal lab community for over 3 decades I can't say I have ever heard of these folks and they aren't members of the lab club that is their area. I would look elsewhere, I think there are better ways to spend that additional $5000+
