You can have the puppy evaluated by a board certified cardiologist. I have multiple breeder friends that do this before puppies go home at 8 weeks. They are doing auscultations. I'm not sure about echos on pups that young. You have a better chance of detecting something with a specialist.
You can absolutely do echos on 10 week old puppies. It doesn't count for OFA but it is important to know. I lost an 8 week old puppy to TVD. I did echos on the eight remaining puppies and found another case of TVD. The echos were done by a very experienced cardiologist. She was not able to hear the murmur in the affected puppy with a normal stethoscope. She did hear it when she listened very carefully with a pediatric stethoscope. I understand that some cardiologists are using digital stethoscopes now and apparently they work much better.
