I have a pup whose toes turn slightly in. cause? condition? treatment?

It's structural; just the way he/she is built. I have seen dogs that "toe out" as puppies, pull back in with maturity. I have not seen puppies that "toe in", turn back out. That doesn't mean it can't happen.

I don't know of anything you can do about it.
