There was a previous post about rescuing dogs from the battlefields of Afghanistan and Iraq. I think this is something that needs to be considered when we bring these dogs here.
Wow, that's scary! Thanks for bringing up this topic - while I feel bad about the neglected dogs, it's not worth the risk of rabies and going against rules that have a real purpose.
Keep in mind that anyone rescuing unknown dogs anywhere runs a similar risk. Even where you live. The prevalence may be lower, but it can happen here.
One of the problems in the military is that reporting a bite can be seem as admitting to breaking the rules, and gets everyone in trouble. The soldier for having contact with the dog and his officers and buddies for knowingly allowing it. So the bite goes unreported and untreated.
The most important point was that his death was 100% preventable if only he had reported the bite.
