Thanks for posting this! I sent my e-mails to my senators and representative; sure hope others follow the link and do the same. I am also sending the link to my all breed club; hope others will do that also.

Thank you for posting this BarbS. I was unaware this was in Congress now. I would think the majority of responsible breeders were also unaware so thank you for bringing this to all of our attention.

You replies are so appreciated. We will need lots of participation in all of this. Here is a bit more info/opinion that I have permission to crosspost:

We've been hearing for months that more and more lawmakers have signed on
to the PUPS bill, an HSUS-approved effort to further regulate dog breeders
and to limit the type of exercise that can be provided for kennel dogs. In
a nutshell, PUPS would require federal licensing and inspection for all
breeders who own or have an ownership interest in more than one intact
female over the age of four months and sell or offer for sale more than 50
puppies or dogs in a year. So, puppies born to co-owned females are counted
even if the litter was born on someone else's property. That number of 50
sold or offered for sale (even by telephone or over the Internet) is easy
to reach if the breed has large litters and/or the original breeder places
all potential breeding dogs on co-ownership contracts.

The second part of the bill bans the use of devices like treadmills and
walkers for exercise and requires separate areas for exercise if the dog
cannot reach a running stride in its primary enclosure. This could require
kennel owners to fence additional areas for exercise if they are currently
depending on attached kennel runs that don't meet the requirement.

The PUPS bill exists in two identical versions, one in the House and one in
the Senate. The text of the House bill is available at

bills, a federal bill that amends an existing law (in this case, the Animal
Welfare Act) includes only the changes to the original law, which can make
the bill difficult to read and understand. Both bills have been referred to
committees but have not had a hearing.

Letter opposing the bill should go to senators and to the member of the House of Representatives of your district. NAIA provides

words. Lawmakers tend to discard form letters that merely repeat the same

Let your lawmakers know about your dogs; how much they mean to you; how
long you've been breeding; that you do agility, or do rescue or therapy
work. Tell them what's important to you.

How is this a bad thing?? We have this in our ordinances in our little county in the south. Dogs should have access to an exercise area, that's just humane! And, unfortunately people don't provide enough room for dogs to move around so these AR groups have stepped in to force mandate. I don't agree with the intrusion on my liberties but also don't like seeing large, active dogs running around a 10x10 square either!!

And stop sending emails and letters, go directly to the floors where these bills are being presented!!! That's how responsible breeders will get heard, by being as loud, if not louder than HSUS/PETA!!!
