Whelping: Oxygen, NJ

In the past, I used oxygen if necessary when whelping, usually a blow by method or sometimes a bathroom paper cup "mask" for a pup who just needed it for a little time, or even a mini incubator (cake dome) on low flow for a normal pet pup that is now 9.5 years old. Apparently, regulations have gotten so stringent that the places to which my vet used to write a script no longer bother to license for dispensing oxygen for home use. Do you know a place, preferably in or close to Morris County, that will supply home oxygen for a dog? If I have it, I probably won't need it. If I don't, it could be a matter of life and death, when minutes count. This is for a toy litter.

I don't want to buy or rent an oxygen concentrator as I could rent a filled tank (or a couple portable tanks) for a week or two. I don't breed often enough to make the O2 concentrator worth it--unless I really can't get a tank. I've been making a lot of calls and coming up empty.
