Would you breed a bitch with a slight underbite if everything else is there? All of the other puppies have correct bites and sire and dam have correct bite

I had a bitch that had an underbite, all her littermates had scissor, as did her parents ,grand ,great grand, I asked some long time breeder mentors and they said if everything else was good go ahead, they had and only one bitch produced it with one puppy and she had several litters, the other never did. My bitch didn't reproduce it.I had her examined by a specialist and he said it wasn't genetic,my bitch had a scissors bite until 11 weeks, the lower jaw grows last and sometimes can grow rapidly and gets hung up.
